I don't think black Zetsu said there where only reincarnations before Madara and Hashirama and the fact that her brother is younger than her doesn't mean he can't be an Ashura reincarnate. Hashi was dead before the kids was even born.

Ashura and Indra travel in pairs so they are reincarnated in the same generation, Madara was still alive so no Reincarnations happened until Madara died. Also Hagaromo said Hashirama and Madara came before Naruto and Sasuke which further answers the question.

Hashirama was not dead before Tsunade and Nawaki were born. We have seen flashbacks of the kids with Hashirama. Hashirama is even the one who taught Tsunade how to gamble.
