Because according to power level mechanics role with lower PL cant harm/kill a role that had higher PL.

Unless you believe the failed killing came from town vigs, both of it, that means Alice and Kyte are scum. Or One attack came from scum and the other one came from town and between Alice and Kyte one could be town and one could be scum.

Not really, could be cases like scum attacking indie vice versa.

We dont know the level of Alice and kyte they could still be of any alignment given a low level tried to shoot up them and it failed.

This is tricky part. There is possibility scum will fake low rank in this game . So better not to claim in this game.

Professional lowest of Tier 3.
So any Esper with rank lvl 4 or higher or Magican rank saint or Higher could have killed him.

There 17 different powerlvls
10/17 could have harmed Oreki
7/17 not.
