Both are pretty simple. The first one acts like a basic creation technique for various forms of Typhoon Release. It really should specify what ranks denote what number of seals though.

The second is just a huge and powerful tornado. The description is a little confusing, can you not attack or use other jutsu while the tornado is active?

You tell them go fix that up then O_<

As for the tornado i think it's just filler. Like saying you're stood in the middle of a tornado, with nothing protecting you. It has no sustain cost so you don't have to keep paying chakra to control it, not does it mention lasting multiple turns. So once you release it you should be able to do other jutsu.
