Consider:
What was Madara doing all these years he was hiding out?
Why do we hear nothing of the third Mizukage? (when every other 'third' is the most famous of their villages leaders)
Why was no one, especially Kakuzu and Orochimaru who specialise in underground dealings, surprised when this Tobi character appeared in Akatsuki with no background story?

Consider what is known and you will understand what is unknown, but be warned: the unknown will also understand you
