We don't know Indra's limit, but it's safe to say he had power enough to match Asura who received RSM from his father. Also killing him off and dying in the process. Since he's the founder of the Uchiha he may very well possess all their MS techniques.

Itachi's hax is irrelevant. The speed difference between god-tier characters and even high-kage level ones is to the extent that kages literally can't react. There's no outsmarting Indra if the speed difference doesn't allow Itachi to think of a plan let alone act on one.
