I think that Kakashi not using genjutsu on a regularly basis is a big PIS.

Kakashi was praised more times than you can count for his ability to master the sharingan even though he is not an Uchiha. More than that, he is a Mangekyou user. Deidara was telling himself that he is shocked someone can use sharingan on Itachi's level.
We know that Itachi's main form of combat was using genjutsu so he is one of the best at it, but Sasuke, who is not relying that much on it, still used genjutsu at least once in every fight he ever took part in Shippuden.
It makes no sense for Kakashi, who is a prodigy and who was hyped everytime for being one of the best strategists, to not profit from the advantage that sharingan genjutsu offers.

Because the story needs to make characters different for one, second would be that it really doesn't fit with Kakashi's limited chakra and strain from using the Sharingan. He'd much rather use that energy to just kill his target.

Itachi, who had a low chakra pool because of his ilness and after using Amaterasu and Tsukuyomi he had to deactivate even his base sharingan, could still spam genjutsu.
Every character with a sharingan was portrayed as using genjutsu a couple of times in battle. Kakashi used it once against Zabuza in the first episodes of part 1, then he used it again as Ambu to GG 2 fodders in part 2. Then we never saw this ever again.
It would've been so easy for Kakashi to genjutsu someone as reckless as Hidan and win the fight. Guess poor Kakashi was doomed to be that character that gets his ass beaten to hype the villan so the MC can take the win.

Kakashi also genjutsu battled Obito in the manga.

I think you are misunderstanding the basics of Genjutsu. Genjutsu requires the user to focus and therefore stand still, otherwise it is either and extremely powerful Genjutsu like Tsukuyomi or it is a very short lived one like what Sasuke used on Danzo. Against someone like Hidan there is also the risk of Kakuzu himself just coming over and helping Hidan, which would mean that Kakashi would put himself at risk and waste chakra at the same time for almost no benefit if it even worked and Hidan was entirely unable to counter Genjutsu.

Itachi is about the worst example you can use to demonstrate the chakra drain from Genjutsu. As noted in terms of Tobirama's abilities. The more proficient you get at a technique, the easier it is to cast and the less energies you expel as you mold the chakra to use it as laid out by Ebisu. Itachi was the upmost genius in terms of illusions and likely didn't use that massive amounts of chakra or time to make his illusions. For example, Itachi can cast Genjutsu without the use of hand signs, were as Kurenai, a master in her own right, required hand signs.

This is a trait of the Sharingan sure, but Itachi was also shown to be able to do this without direct eye contact at a decrease power level.

This is also a valid argument. Why didn't Madara use Genjutsu against Naruto and Sasuke? Well because he could just nuke them into oblivion instead.
