Saying she's scum but actually it's not. And Jailor is Town member. So it clearly she is just bluffing around. She knows she is strong town and doing what she did before is a stupid thing a wolf would do if they trying to claim. To be honest wolf claiming they're scum is much riskier than town claiming they're scum. You know why right?
