Because ryu changed his vote to strange in hopes he can avoid getting lynched a desperate measure. It's very unlikely Dr.Strange is mafia unless ryu IQ is 10000 and flipped vote on his mafia buddy (dr.strange) in the last second to save himself instead but very unlikely.
