Their most likely Brothers, if not they are at least grandchildren of Gaoh. Probably one of the reasons Niko took Ohma in as his student, because he somehow noticed that

I was thinking brothers too they’re way similar and the age gap would make sense can’t wait for them to reveal their connection in the manga though
