It makes no sense how Bakugo was having trouble dealing with that girl's quirk.

Because it's not easy to hit small, quick-moving targets. If Bakugo is just going to randomly blow stuff up, he could hit his team mates or make everything come crashing down.

But seriously self-amputation is a really macabre way of naming that quirk .-. It's somewhat similar to Buggy's DF in OP, but there it's called the Section Section fruit.
