I don't think the author is racist for hair colour. Real racism is when you're outcasted from a restaurant based on your skin/hair colour that's purpotedly a passive trait of a certain race and you identify them by in. For example curly hair is associated with the black american race. Blond hair is associated with caucasians.

Kishimoto's only issue as far as I've observed is demeaning of female gender and outright misogynistic viewpoints that is observed in countless instances in his manga. That's absurd, cause japan is a country with the lowest gender-based discrimination surprisingly.
