Kurama is a Giant chakra battery and Contrary to the rinnegan he doesn't have a plethora of techniques to use. He can self improve his intelligence and battle wits to better aid others but that's about as far as it goes

You're asking the question backwards, it should be whether a Rinnegan user can improve their usage of it faster than Kurama can improve himself. Kurama is a gigantic battery that has witnessed who knows how many jutsu to learn. Kurama can knead chakra & use senjustu, the only steps after that are just to throw it out of his body and add shape manipulation or an element. Seems easy enough considering the guy can shoot Tailed Beast Bombs without hand signs despite it being harder to perform that Rasengan.

I don't know, it whipped(ass pulled) out SM from nowhere and was even able to draw in RSM natural energy in to fuel Naruto.

The bijuu in general should be able to because they are NE in physical form.. Can it be that a bijuu could learn jutsu!? They have chakra & raw chakra at that with minds to think..
Somethin like bijuu kata,genjutsu ect like sage animals can be learned.
