I think the possibility to have forms is unique to certain fruits but not a rarity. Fruits like Oven's don't seem as though they could change the user's form(his arms do swell up as he uses his fruit though, so maybe). Would you consider someone turning invisible by using the invisible fruit a form change?

I mean, that is literally Sabo's devil fruit.... To turn into fire... I reckon he could do that already.
