Who is best at controlling bijuu?

Sasuke, Madara, or Obito?

It depends on the type of control:
-Madara controlled Kurama with his EMS
-Madara controlled the Juubi with Hashi’s cells
-Madara also controlled all of the Bijuus power and the Juubi’s with his own body -with augments

-Sasuke controlled the bijuu with his Rinnegan -via his body augments

-Obito controlled Kurama with his MS
-Obito controlled 7 Edo Bijuu via the Rinnegan and Chakra rods.
-Obito controlled the Juubi with Hashi’s cells
-Obito became a Juubi Jin via his own body- with augments.

Obito controlled the most at once, but he had additional tools(chains + edos already being subdued) to help him throughout it, so I'll just discredit that. From what I've seen, all of them are perfectly capable of trancing Kurama without any real difficulty. The fact honestly eliminates any real genjutsu feat to decide this aside from Sasuke's Rinnesharingan glance.

Other than that, Obito had difficulty keeping the Juubi under control at first while Madara hadn't encountered that problem despite hosting more Juubi chakra than Obito did. Sasuke didn't bother hosting them at all, so he can't really be compared in this one just as those two couldn't be in the last.

I'll put my bets on Sasuke though. His genjutsu skill itself(not sharingan genjutsu, his literal skill with genjutsu) was never described as great, but the Rinnesharingan seems to have amped up his genjutsu to the point where just a glance is enough to trap multiple beasts. Clearly the eye comes with insane genjutsu capabilities & these Rikudo powerups often outshine actual talent.

It would definitely be between Sasuke and Madara. I would have to go with Sasuke. He was able to pacify all of the bijuu at once with his rinnegan. We've never seen Madara do something quite that impressive, but it's possible he could do it anyway. He is Madara after all.

Nope, it was a Mangekyou sharingan level manipulation, only the 3t design was shown on Kurama’s eyes though. You also have to remember that for a long, Obito’s MS design was hid to conceal that he was in fact Obito. Same as when Obito was Kamui while still showing a 3t.
