That's not how that works, but given the site im on it makes sense.

Naruto didn't need the bijuu as much as Madara. Madara's plan was to attain the same power as the juubi and cast IT, which required all of the bijuu.

Naruto didn't require all of the bijuu until Madra killed him and that was just to stop him from winning (which later became a task to stop Kaguya). Naruto needed Kurama at the beginning who is one bijuu. That isn't comparable to the 9 that Madara needed to fufill his plan.

Just rember that no matter how strong Uchiha is, in front of Madara he is nothing .

Anyway I'd also say both.

Madara in accomplishing his IT goal.
Sasuke in not getting completely rekt by Naruto.

Aside from that, Madara would need the Bijuu the least.
