For those who do not know, FISA is a court process within the United States that allows the various intelligence agencies to legally conduct surveillance on a citizen. A panel of judges preside over the process, and lawyers from within the intelligence agency file with those panels evidence to suggest that a citizen is in contact with agents of a foreign government and is being used as an intelligence asset by another country. A FISA warrant doesn't necessarily pursue the individual for a crime; it can be that they are in contact with a person using an alias on the internet, with no real knowledge they are being tapped as an intelligence resource.
The FISA warrants are not all equal, either. A FISA-1 warrant, for example, treats the individual as a foreign agent - someone who has become, for all intents and purposes, a spy for a foreign government. This is a very serious allegation and, if approved, allows the government to conduct surveillance (that is, they can 'wire tap' your phones, embed secret programs on your devices, and otherwise direct the assets of the nation-state against you) out to three vectors of contact. In other words, if a FISA 1 had been approved on me, then the government can legally spy on me, on anyone known to have contact with me, on anyone known to have contact with those people, and on anyone that group of people comes into contact with.
It doesn't take much to understand how this quickly has international implications, and has a very large potential for abuse as a massive number of people can be rationalized to be subject to a FISA 1 warrant.
This system of surveillance has indeed been abused as a political cudgel when surveillance was authorized against the presidential campaign of Donald J. Trump. The challenge is, simply, how to get a FISA warrant approved on someone within the campaign. This proved rather challenging, however, as one has to actually be in contact with foreign spies or their networks in order to get a FISA warrant approved.
Enter Carter Page. Carter Page has done a large amount of work with the FBI as an informant on Russian attempts to manipulate the energy market in Eurasia. His official role as an informant, however, is classified. This actually turns into an advantage for the strategy. The actions of Carter Page were simply reported and all details related to 'sources and methods' were redacted, likely using agency internal memos. Carter Page, thus, became a plausible target for a FISA-1 warrant when the little detail that he was actually our agent was not properly noted within the application. "Oops" - someone got a little too zealous with their black marker.
All that needed to be done was then use an asset to recommend Carter Page to the Trump campaign. Once there, the FISA warrant could be applied for and granted.
Well... almost... we are still lacking relevance to the Trump campaign. Now that we have a valid target for the FISA application, and have him within the Trump Campaign, we need something to put us over the top for the FISA-1 at this juncture in time. Trump isn't stupid (contrary to media portrayal), and isn't going to just go waltzing around with Russian spies or taking personal calls from Putin during the campaign (even if such could be arranged). So, this has to be done another way.
What we need to do is show that Russia has some manner of information that he is using to blackmail the campaign of DJT. This is very important to understand, as it does not require DJT to directly be aware of the blackmail attempt. However, there's a problem... the Russians don't really have much in the way of dirt on Trump to blackmail him with.
Enter Steele. Steele was a former FBI informant who was released for his spurious (fake) sourcing of information in the past. Importantly, Steele had contacts within the Russian agencies and was able to spearhead the development of a story that could be used as plausible blackmail material. In order to do this, he worked with Nellis Ohr, herself with top level ties to the justice department and a fluent Russian speaker... who applied for an amateur radio license in early 2016 with the FCC. Yes, that implies she was talking on amateur radio to Steele. I can guarantee you the military has the intercepts of every single one.
However, there is still a problem - the dossier can't just be handed over to the FBI as a single source. That, alone, wouldn't have enough weight. So, Steele made multiple leaks to the media about the dossier. Each of those leaks, as reported in European media, was then used as a 'source' to collaborate the dossier, itself, within the FISA court. Furthermore, a recently deceased Senator/President, who shall not be named, then brokered the dossier to the media outlets in the U.S. - going with Buzzfeed.
Why is this important?
The declassification of the records is coming very soon.
As all of this required the direct involvement of Hillary Clinton and Barrack Obama, the implications are that they ordered individuals to work with foreign governments in an attempt to subvert an election process AND to then bring up an elected official, knowingly, on false charges. Treason.
One has already been put to death. Kasich was not mistaken when he said that it was only 24 hours since No_Name was put to death. There are reasons, obviously, why the tribunal was conducted in secret and he was given a President's burial. Which foot did he break? Can chemo therapy cross the blood-brain barrier to treat a brain tumor? Why was Kavanaugh asked, specifically, about the legal precedent for trying American Citizens as enemy combatants?
Now, that alone is fairly severe - the lengths to which some people will go to 'win' an election.
However. Why is it that they wanted to win so badly?
