Giving orochimaru house arrest makes absolutely no sense

Some people make that point for Sasuke but he only really killed a few Samurai. Orochimaru...

-killed the kazekage
-killed the hokage
-started a war between the leaf and sand killing thousands
- kidnapped thousands of people and killed/experimented on them
-belonged to a terrorist organization
-created shin uchiha

I'm probably missing some things but you get the idea


Dude should be on aizen level lockdown but he's treated better than most real life prisoners

According to Sasuke Shinden Orochimaru, Kabuto and even Sasuke to some degree are kept around to do the dirty work if necessary.
