Anybody can fire a gun but not everybody can aim, calculate distance and other factors when using it, a different skillset is required. Naruto is in the former camp not the latter he needed Boruto to tell him not to use SCJ against Momoshiki that speaks for itself.

Why wouldn't he be? Most of Naruto's "dumb" moments was for comical purposes really. It certainly helps that he knows all the Rinnegan abilities and has Six Paths Sage Mode, which supposedly helps him master abilities easily.

He also wouldn't gain Ameno as Nagato didn't gain Limbo. Both of those powers are projected powers(like MS) only available to those with the rokudo Yin chakra(Sharingan powers).

Rinnegan is a complicated thing to handle than Sage transformation. Obito negged Rikudo Senjutsu and wield it but could not handle a single Rinnegan perfectly. That's a pace RSM isn't outrunning.

Took Nagato is whole life just to master the rinne jutsu he created, talking about 19years plus. It took Sasuke the very same day to master is newly awakened Rinnegan. Naruto is genetically incapable of being smart enough to use the Rinnegan.

People like Kakashi, Shikamaru, and Kabuto would be able to use the techniques a lot better than Naruto would. However Shikamaru and Kakashi would be unable to spam them.

Based on Sasuke's feats in Boruto its pretty much confirmed that YES while there are some abilities that come natural with the eye it still takes time to fully master the eye.

The only one so far who has mastered it the most was Hagaromo and you saw what he did with it as a fractioned ghost.

Yes...smart isn't really needed to use Rinnegan, it's just another set of ninja techniques.
