Ashura, Indra reincarnations were not about power
Nobody in NV became strong because they were the ghosts of Ashura and Indra. These were just personalities with the same chemistry, it was never about powers, it doesn't matter how strong they were or were not in the past in fillers or canon, the re incarnations over a thousand years were not all the same tier, Naruto and Sasuke got power ups from the Sage, but they didn't inherit them just like they inherited the will of his sons.
Being an incarnation of Ashura or Indra has nothing to do with power, it's only your own personal destiny, the Sage didn't give his powers to every incarnation, and Madara and Hashirama didn't become strong because they were re incarnations.
I'm sure there were plenty of weak incarnations and I'm sure Madara and Hashirama would have been strong regardless.
