If the character embodies the low quality of writing then it's only natural to dislike the character.
Kaguya at least had a backstory to justify her villainous ways and got saved from being a felon whose motives remained unclear until the end. At least we knew Kaguya's beginning journey, from earth forward, and were exposed to what spurred her philosophies.

With the new villains, you just don't have a sense of relatability with them, and have no care whether they melt in lava or are swallowed into the dark hole. Kinshiki and Momoshiki seemed like another of the clan's puppets deployed for an esoteric goal only known by the clan's higher-ups, but their position remains questionable, if they had some authority, similar to how ranks work in the ninja system, where the Joint is able to select a team of genins to join him on a mission and a Kage having the authority to overrule that decision. Their stories are not known and are left to the viewer's imagination: whether they were forced to spend their lives in search for power sources on planets, or whether they volunteered, because they felt the clan's goals are just and are akin to what being a shinobi is. They very well could have been benign beings and heroes in their clan, but due to them not being fleshed out, they became mere villains that just wanted to destroy a planet after retrieving what they had set out to retrieve.

While with Kaguya, we got filled in on where her road began, proceeding from her arrival on the earth, her bond with humans and her destruction of that bond with the events of betrayal leading to the enmity filled being that she became. In contrast to Kaguya, you get that Kaguya was at least justifiable, a fan of hers could make a case for as to why she may have actually been for earth and not against it.

Totsuka, Yata, Izanagi, Izanami, kagutsuchi, kusanagi sword
theres probably even more, the uchiha had a lot of techniques named after shinto deities or artifacts

The legend she represents is the only reason I can accept her as the final villain, that and she is a precursor to the Boruto manga. She is a poor "Final villain", but honestly, she ISNT the final villain, because the story continues on after her.

So much of naruto takes direct inspiration from japanese mythology, in could be argued that if you were japanese, you probably EXPECTED her to appear in the end. She probably does not feel "unforeshadowed" or anything to them.

All that being said, Im american. So I'm not exactly satisfied with her. But I can at least understand her appearance... and I guess it isn't exactly bad writing, but I don't think its great writing either.

well naruto and sasuke had to overcome pass history itself kaygua , hash/madara/all other fodder like bz and old kages(which strongly affected the way of the shinobi ) in order to make history themselves.

Already knew about that. Maybe they needed something else instead of Madara.
Also, the villain left you wondering, like stuff are still somewhat confusing and it's like you need to watch Boruto to understand, Kakashi gaining ps was also a surprise. hmm

Madara wasn’t any better.

Nagato/Pain still the best Villains next to Obito.

Madara was a fool whose stolen power betrayed him and Kaguya was a husky of a female with all the power and none of the character
