hiruzen? Like, with most of the others listed at least we saw some stuff from their pasts. Not this highly regarded “god of shinobi”. We see this dude smile at the sannin as kids by a post, and that’s it. We see him fight as an old man but not the hiruzen we hear about, at all.

hashirama actually defeated ems madara and beat him so hard madara had to bite a piece off him just to make him stronger and he was fighting almost equally against rinne madara except as noted by madara that hashirama wasnt brought back at his full strength otherwise he would have won

In general I would say Itachi and Sakura recently.

Other characters tend to be overrated by less people compared to the ones above. Examples are JJ Madara when compared to Kaguya, Hashirama when compared to JJ Obito, and DMS Obito when compared to Kaguya as well although these are probably by only a couple people.
