1. Madara(he remade the Jyubi and was then able to control it's chakra) he literally reversed everyrhing Hogaromo did with only 1 Rinnegan. He did all of that without having RSM or comprehension of all things to assist him which requires sublime ability and chakra control.

2. Sasuke ( he was able to do something similar to Madara on a lesser scale) he was able to combine and synthesize parts of 9 seperate pieces of chakra simultaneously. He was then able to change it's nature and form it into Indra's arrow. Sasuke did all this without RSM or comprehension of all things to assist.

3. Hogaromo he divided the chakra of the tailed beast and created them from the Jyubi's chakra. Although he had two powers assisting him that's a feat in and of itself.

4. Tsunade and Sakura their seal, ability to transmit chakra and heal multiple individuals, restore their chakra and fullfill their specific requirements. That while not having SM, RSM or no special powerup to help them do it. That relied solely on their talent and chakra control. In one way you could argue their chakra control relative to their standing is beyond the first 3.

4. Obito not only was he fighting Madara's power, he was fighting the Jyubi's will, the entire alliance while retaining control over the Jyubi's chakra and power. He had to have extreme chakra control + will power not to be overwhelmed by everything that was going on around him. He would be up their but I'd have to put Hogaromo down the list.

5. Naruto able to maintain cobtrol over the Kyubi's chakra even though the Kyubi was helping him.

Did Madara remake the Jyubi yes or no? He took 9 parts of chakra and the husk as the vessel reforming the Jyubi. Sasuke used the Susanoo as the vessel for a fraction of the tailed beasts chakra, Madara did the whole thing in reverse on Hogaromo's actual level and he didn't have RSM assisting him.

And they've been storing in the seal for the entirety of 3 years without amy slip in chakra control.

Hagoromo did admit Madara was almost as strong as Hagoromo. There is a difference between actually being on someone's level and being near someone's level.
