1. Konan (No paper ocean since that's something she prepped for years specifically in Amegakure but she does have paper bombs mixed in with her papers in her body as shown during the pain invasion with her explosive clones and against Obito before using paper ocean. It took 10 minutes of continuously detonating billions of explosives to drain her chakra so simply using the ones in her body will allow her to last much longer)
2. Yuugito (Known to be able to transform into the 2 Tails)
3. Kurotsuchi (As stated by Shikamaru under those circumstances that involved Sakura as well)
4. Tsunade/Sakura (Unsure about this one although I think I remember reading that Tsunade had natural strength in addition to her CES but I can't remember so I'll have them as equals for now)
5. Sakura/Tsunade
6. Mei (although Tsunade and Sakura aren't known for their speed, they are definitely faster than her and her lava style which is the only thing that may melt them faster than they can heal)
7. Temari was able to cut up an entire forest (I may be exaggerating) in part 1 although I'm not sure just how much she has improved since then.
8. Fuu (I don't think she was able to transform into 7 Tails like Yuugito but may have been able to use chakra cloak like all the others)
9. Hinata (was given Six Paths chakra by Hamura. Although she mastered gentle fist, it looks like the abilities she possesses didn't receive a noticeable amplification. Perhaps it did amplify her power considerably but hasn't been shown yet. Lack of feats has her below the above until more is shown)
10. Hanabi (She's number 10 since she wants to give those above a fighting chance. Her Tenseigan would have her at number 1 for obvious reasons)
