I don’t know why people put Sakura in anyplace but 1 , we all know should she fight anyone she is winning. Just like Naruto does, because she is the main kunoichi

Possible first: Mito Uzumaki - has the same negative emotions sensing as Naruto,could possess km. Has similiar mark on her forehead like Sakura and Tsunade's Yin seal. I know its not the same,but it can be connected to some Fuinjutsu.

2. Sakura/Tsunade(they can technically hide in Katsyu)
3. Tsunade/Sakura(they can technically hide in Katsyu)
4. Mei Terumi.
5. Kurotsuchi.
6. Kushina or Mito(only going by the ability to retrain the 9 tails they don't have any combat application of the chains + benefit of the doubt).
7. Uchiha Kunoichi(without sharingan otherwise number 1 alongside Hanabi)
8. Lady Konan (can hide paper bombs in anything)
9. Chiyo of the 10 puppets.
10. Temari of the fan.

Paper bombs would put her number one but she needs prep and a place to hide them like her village. In a real battle she wouldn't have such an opportunity which takes from her ranking. I looked at overall abilities and potential on a consistent basis when I made my rankings.
