As we have seen Both Sasuke and Madara evolved their Sharingan from MS > EMS > Rinnengan, thanks to that both Sasuke and Madara has access to both their Sharingan and Rinnengan powers. They are able to use MS jutsu along with Rinnengan jutsu.

Kaguya who gained Rinne-Sharingan can’t use MS jutsu, copy jutsu, genjutsu other than IT.

If a Sharingan is able to evolve into Rinne-Sharingan somehow then it will surpass Kaguya Rinne-Sharingan, due to being able to use Sharingan, MS, Rinnengan and Rinne-Sharingan powers.

Momoshinki has no access to MS jutsu at all.

Kaguya's third eye is called 9 Tomoes Sharingan or simply known as Sharingan.

That eye has Genjutsu and S/T jutsu. For the first Ultimate Doujutsu I admit that Kaguya's Sharingan is very underwhelming in its capability.

The closet eye that met your entire description is Sasuke's Tomoes Rinnegan

Kaguya is a fodder with the use of her dojutsu she's not of Uchiha calibre. An Uchiha would always do a better job with her power than she could ever do hence Madara was elminated.

Anyway I agree an eye that acheives transition still retains it's previous powers. Excluding the 6 paths which require bodily action a Sharingan to Rinnegan user (Madara and Sasuke) gain an extra occular power. Madara's limbo and Sasuke's Ameno are projected ocular powers. It's always superior to one which is purely rinnegan from the get go.

This exactly. It's 9 tomoe sharingan (default) sharingan that can cast powerful genjutsus and has it's unique power like a Mangekyo Sharingan.

As for Momoshiki he has a byukagan and his innate Ohutusuki clan abilities, so it's not like he has nothing you know.

I'd be hard pressed to even say Kaguya has a Rinnegan.

Also, in Ike's version of the movie, Momoshiki's rinnegan are yellow. Maybe that makes them different? Even in kishis they are red, and on his hands at that, so they are obviously not regular Rinnegan.

Let's be honest though, the writing behind these new and advanced eye powers is total shit, nothin is properly explained or even NAMED to separate the obviously different dojutsu that they are, we have all types of sharingan and rinnegan all over the place and none of them even have explicit origins or powers. It is all up to speculation.

Wtf are momos hands? How come he awakened a purple rinnegan on his forehead after eating kinshiki? Why does Sasuke's have tomoe? Why is Kaguya's called a sharingan, and the rinne sharingan in the datebook? It was previously stated that rinnegan granted use of the 6 paths technique, which madara and sasuke have shown... but only a little. Can they even use it all? At this point I wonder! because why wouldn't they have?! they had every reason to. And now Urashiki has something similar to Sasuke's, but uses Kaguya style space time techs.

Nobody knows anything about the rinnegan honestly. The power of rinnegan is totally underdeveloped, too unexplained, and it has too many variations, none of which have any ideas or theories behind them except madaras and to an extent, sasukes. We don't honestly know what any individual rinnegan is capable of, because we are never told. We only knew what Nagato could do. Now we don't even know if he did some of those things because of rinnegan or if rinnegan just allowed him to use certain techniques through invention.

Pain (Nagato) was not the original user of the eyes though.
OT was talking about : Sharingan evolving into Rinnegan vs Original Rinnegan (for example gifted right after birth)
For example : Sasuke/Madara (Sharingan evolving into Rinnegan) vs Momoshiki/Hagoromo (gifted at birth)
OT : Rinnegan is a weapon . The weapon itself isn't strong or weak ... It's the one who uses it ... It depends to the user . "A master with kunai always beats a fodder with shuriken ."
So is the Sharingan... It's also a weapon ... So your logic saying MS + Rinnegan > Rinnegan is kinda false ... It all depends to the user .

But what about if both are masters Sasuke and Madara who eyes went from Sharingan to Rinnengan vs Rinnengan from gift or birth Momoshiki and Hagoromo?

We know masters can beat amateur, but if both are masters than that is different.

There is also Urashiki but we know nothing of his ability other than space time jutsu.
