Scenario 1. Madara if he's 10 when he's killing capable adult Senju. If not then it's Itachi he had a fully mastered Sharingan at 8 and and was already Chunin level but was held back. He possessed Hokage level intelligence at around that age. He became Chunin at 10 and straight onto the ANBU programme. According to Itachi Shinden he was a once in a century genius.

Scenario 2. It's Itachi only because we don't know much about Madara or his feats at this point. Itachi possessed the Mangekyou Sharingan and was an ANBU squad captain. He went onto Neg an S rank Orochimaru and was either 13 or 14 at the time.

In 9 or 10 he became chuunin plus Danzo stated he is naturally skilled in unnatural things/something along the lines. Had ability to finish the forest of death record before Minato. implying he was stronger than latter at this time period though latter is older than him. It's heavily implied he was the strongest genin in the campus.
- He has superior genjutsu to all Uchiha Clan proving his ocular powers are finesse even among the prestigious clan. In age 10, mastered Ninjutsu, mastered CQC skills he had to be promoted from Chuunin to Anbu, captain later on at age 13, the most powerful sect of a village. Itachi was the squad captain of the ANBU directly under Hokage, hiruzen stated they left everything to Itachi, knowing his power wouldnt let a mission fail.
