I don't think Boruto has PL since Mitsuki has it in the canon. That would mean they're just copies of one another. I could be wrong and both of them could have it perhaps they taught 1 another while having a snake off:Sparks:

As for it's power level a jutsu's strength is dependant on the user. Boruto isn't noted to possess powerful chakra that's an Uchiha thing so it'll be weaker than Chidori no matter what.

If mechanics are anything to go by then PL is weaker. Chidori is a highly concentrated jutsu the chakra is concentrated in the hand/specific point. The user shoots in at high speed and stabs without leaving them open to counter attack. The effect of a counter attack are mitigated by the sharingan.

The PL allows you to project the lightning to do that you'd lose the concetration of chakra at a specific point it's more similar to Kakazu's false darkness in power and effect.

That doesn't mean its weaker, just that its different in execution.

Not at chidoris actual use no, if it wasn’t so taboo in the series to take the risk, he could use it along with gale palm, although the jougan might end up helping that(or not). I don’t think they’ll ever give him a chidori style piercing attack unless it involves a sword. It’s probably the better overall jutsu(depending on if it’s any stronger than normal lightning)

raiton : shinden is a complete multi purpose jutsu . can do everything from close range attack , medium-long range attack , area attack , and become an armor aura around user for defense . it may not be powerful in damage output than raikiri but it still S+ rank jutsu .
chidori/raikiri do more damage because it require direct contact . user must run strange to target with full speed

I don't know if Sarada will get it, but today's episode did put the nail to the coffin.

Sasuke pretty much said "yeah kid, I won't be teaching you Chidori because you can't use it since you don't have a Sharingan, but do train your lightning nature, and eventually you will be able to use other powerful lightning techniques".

Either Sarada gets it or Chidori will die with Sasuke.
