Pretty much. If I'm not mistaken, Sasuke said "you can't use Chidori, but if you train your lightning nature, you will be able to use other techniques just as powerful", that's probably why they gave Boruto the Purple Lightning technique.

Looks like he will not be able to use Chidori indeed.

@bold: Sasuke didn't say that it was more like work on the seals that configure lightning and you'll be able to use powerful techniques. None of that implies equality in power though.

I agree but they've given PL to Mitsuki now so I don't think he'll get that either, unless they teach each other while having a snake off.
