What makes you think he can do that? Is his ability to make things more heavy aoe or he has to do the jutsu on every sand particle?

1). He did the opposite effect by making it light weight in war arc, so it's only logical he can make it heavy weight.
2). The AOE of his Jutsu easily worked on mountain-sized objects like Tengai Shinsie and Turtle Island; Gaara's sand aoe in contrast to those titans is peanut drop, I'm afraid.

Onoki stomps the New Kages solely. Add Mei and Tsunade for latter team and Onoki would still win.
