For now I'm more inclined to believe this is some kind of Paramecia-type DF, like a feather fruit or something and that the user just has a preference for crows. If this was just a regular crow-zoan, I don't see a reason as why he should be able to turn into a flock. But well it's not like Oda hasn't made exceptions before.

Well Doflamingo ate a string fruit and was able to produce clones made out of string. It might be an awakened crow where he can produce crow clones out of the fur from the coat.

We haven't seen logia awakened, Para have not shown more than one kind of awakening. Zoans are said to be bigger. Stronger, more durable. Etc when awakened.
