Actually it is. The government is made up of elected officials and the citizens pay taxes into programs which are meant to help them in case they get into trouble. It's called having a safety net. The world is unpredictable and having programs which help those who stumble get back on their feet creates greater security for everyone. If we leave people to their own devices and they keep on stumbling, then that would in turn hurt everyone else via ripple effect.
And governments that went out of their way to help those in need flourish end up having the nation prosper, leading to a higher standard of living for everyone. Norway is an example of this.
The U.S. on the other hand has the greatest wealth inequality in the world and it the gap keeps growing exponentially each year. Given the trend, eventually you'll be among that population that needs government assistance unless you're making a 6 figure salary.
