Kurama collected all the natural energy on the planet to counter a fraction of Bijuu chakra that's why he wasn't able to regenerate Naruto's chakra quickly. Instead he had to wait for the enwrgy of the planet to be regenerated so he could collect somemore and give it to Naruto for the final clash. Naruto's very lucky Sasuke was new to the Rinnegan otherwise if he used even a little more tailed beast chakra Naruto would be dead.

I'm not in Sasuke base so I'll give you my neutral analysis.

1. The tailed beast are chakra so if absorbed all their chakra he would've absorbed them as well. After all that's what doing a feat of equivalence to Hogaromo actually is.

2. The culmination of all the tailed beasts is Jyubi size so if Sasuke did fuse all that chakra it wouldn't fit into a susanoo which is the size of 50% Kurama.

3. After the clash Sasuke makes it clear he was going to use the Bijuu again but his Rinnegan eye gave in. If Sasuke was going to use their chakra again that means he didn't use all of it.

Take all 3 and the facts you'll understand Kurama was actually referring to the ability to fuse 9 different chakra into 1 like Hogaromo split them.

The lucky one is Sasuke. Not only was Naruto not using his full capabilities, he was fighting to match not to win nor kill, while Sasuke fought to win and kill. If Naruto wanted to kill him, Sasuke wouldn't stand a chance. Dude would get stomped. Hell even in the anime, they had to give Sasuke extra filler moves just to put up a more decent fight.
