Incase people are wondering the level of strength we will see in Boruto series I have this answer.
Boruto characters/villains will be much stronger than Naruto series characters. Not simply because of Otsutsuki either.
May not agree but I will explain logically why this will be the case:
1) Naruto / Sasuke / Juubi / Kaguya arc and the science behind it.
While it's true that at the end of the series the top .01% could literally solo the other 99.99% this also shows us that AFTER Kaguya was defeated the world saw what shinobi are capable of (With or without riku chakra). This ultimately drove nations and clans (like Kara) to further research and develop based off what they knew about NAruto/Sasuke saving the world. This could include:
Figuring out Juubi Origins
Figuring out how they found out about the Juubi
How SAsuke and Naruto got so strong
Abilities the juubi used
Origins of how chakra was developed
A small example of this is shown through Orochimaru who perfected Sage mode in Mitsuki:
2) Joint clans and nations = Joint secrets and practices
Now that the world is at peace and the nations work together. It allow forbidden and clan specific techniques to be shared amoung different nations ultimately allowing people to create their own jutsu or techniques. This is blatantly obvious with the new generation children. They all share traits of both parents (including abilities) which means these children inadvertently allow two different clans or villages to learn and share each other secrets
Example: Shikadai who knows both His mother's wind release and the forbidden Nara clan techs.
Imagine if Akatsuki members all sat down and developed jutsu together based off their own abilities? They would have been quite powerful as well
3) Time Frame for research and development.
In the ninja world time is one of the biggest factors in jutsu development and with both of the reasons above we clearly see with fifteen years going by it allows for science and development to truly blossom. It's completely logical to assume that with Otsutsuki, Nations working together and Clans secretly researching, that characters will become even stronger as the progression snowballs.
4) With the world at peace there is less conflict which allows for steady growth
As Onoki (if im not mistaken) stated. Peace allows your enemy to grow and with 15 years and unattended development it's completely plausible that someone with enough resources could grow extremely powerful fairly quick.
