I agree. If both the clan heads wanted they could've avoided children from becoming the victims.

But its possible that it started with revenge killings after one clan killed children from the other and other killed children in retaliation. And so even children were taught to fight and defend themselves and throwing children into the war gradually became a norm.

I got to see Madara had an umbrella. But not a weapon. Strange they didn't have an actual weapon. Back then they didn't even have elemental jutsu.
