Never said he lied about IT. Was pointing out to the source of Obito's and Madara's knowledge of IT plus they both lacked the byakugan to cast IT like Kaguya. Now you could argue that they could've taken a byakugan from a hyuga and used it but that'd be too much of a hassle when the moon is already there ready to be used. So it doesn't really prove that moon is the only way to cast IT on the entire world.

It doesn't in real life, but it does in Kishi's manga

They needed moon, not byakugan because their goal was to affect whole planet, not target specific people
