Orochi was reffering to his restricted self, he's got his arms back and has continued to go from strength to strength, growing in his drive towards perfection.

Gaara's biggest problem would be the time it takes for him to enter the jin transformation. If he had a semi jin state like the 6 paths of Obito and he could manifest the cursed seal (fuinn jutsu) then he'd move up a few levels.
