He forbids mitsuki to use sage mode. I wonder why though? thoughts?

That could also be read as more of a warning than an order. He's saying you can't show you're true strength or you can't remain here as in they'll take him away if he shows his true powers. It could also be seen as him telling Mitsuki he'll kick him out. So depends on the interpretation.
