[Question] Choper's Brain Point = Observation Haki?

Can we consider Choper's Brain Point lowkey Observation Haki? If so, how many SH pirates are now capable of using Haki? I think 7?

Zoro - 3
Sanji -4
Luffy -5

Robin should get arm. haki to help against her limb vulnerability.

Brook might develop arm haki. but I doubt it.
Nami may get ob haki and we might find her ability to navigate so well may be because of some latent ob haki skill? Though I doubt it.
Franky probably won't get any haki, idk he needs it. He's a robot he can add seastone to his metal parts so he can hit Logia and radars to substitute ob haki to a degree.
