For now I think it'll mostly restrict Boruto and he'll have to work harder than normal to compensate for it till he becomes strong enough to unleash the seal and wield whatever power it grants. No idea what the power could be but it probably will be something unique to its wielder only imo.

We already know this as it already screws him over as seen in the manga, thinking that the seal will only ever nerf him when its obvious its gonna buff him(him and kawaki both activate) its silly.

Its gonna have drawbacks just like any main ability early on till the user masters it. Standard shounen trope.
