Why did Ryougi get send to jail?

It was confirmed that Ryougi was manipulated by genjutsu and it is not like he killed anyone, so why did he get send to jail?

Orochimaru killed the 3rd Hokage and the Kazekage yet no jail.

Danzo was involved in Nagato, Yahiko and Konan incident, Kabuto turning evil, Kabuto mum dying and even killing his own allies for a test yet no jail. Heck Danzo might be responsible for Orochimaru turning evil, just like how he is responsible for Kabuto turning evil due to his mum dying by Danzo order and manipulation.

Sumire unleashed the Nue which could of ended up killing people yet no jail.

Because he's fodder and no one cares about him. Orochimaru is one of the three Sannin and a student of Hiruzen. Danzo was a student of Tobirama and a village elder. Sumire is a friend of the Hokage's son. They all have connections but Ryogi is commoner fodder

Ryougi was a Filler character, whom tried to do harm to Konoha and stole top-secret ninja weaponry. Besides, the genjutsu manipulation was used to deceive him about his parent's death.
