Zabuza is strong enough to be Kage, especially with that demonic physical energy aura of his has a very powerful presence almost like Part 1 Orochimaru.

One of the requirements in becoming Kage candidate is to have a strong presence. Hashirama demonstrated how beneficial it is.

If you exclude actual kages, village leaders, and emeritus kage's my list would be...

1. Itachi/Shisui
2. Shikamaru
3. Jiraiya
4. Kagami
