Kill the main leader and his men. Don’t kill innoscent children nor any citizens who were never involved with such a mess. He allowed Sasuke to live which shoots down any arguement that says it was okay for him to kill children so they don’t be future threats. Sasuke is now a asset to his village. no because the kids who were saw itachi kill them and once again they would have retaliated, some kids also could have known about the coup and im pretty sure thats another reason why itachi was bent on doing it.
