I think you’re misinterpreting it. They gave up 30% of their own individual chakra for Nagato to use in order to make the “sacrifices” into their respective substitutes. Itachi And Kisame also utilized that same 30% of Chakra to controlling the substitutes and once that 30% chakra limit is used up, the jutsu wears off. Kisame even said, “Because we don’t allot them much chakra, they are limited in strength and in the jutsu they use.”

I think you're not understanding that quote. Their real bodies are there on the rocks what Kakashi and Guy fought were the "sacrifices" as Kisame calls them and they only had 30% of the hosts'(Itachi and Kisame) chakra.
