Regular sand? Maybe this kid is Shukaku's new Jinchuuriki. That might be why Gaara adopted him in the first place even. At the same time though, I would be surprised that Momoshiki didn't realise that when he stepped into that stadium, but maybe he was too focused on Naruto to pay mind to such a small fry.

If Shinki is truly Shukaku's Jinchuuriki and already perfect Jin at that it would explain why he had the guts to step up to Momoshiki and Kinshiki (Gaara just stopped him from doing that)
