The Hyuga has a very strict policy due to their eyes. Hence the branch gets a cursed seal that will destroy their eyes when they die.

The Uchiha on the otherhand requires a special event use the Sharingan, let alone awaken them. So they couldn't really give a darn.
We already saw how Kakashi has a hard time using his and that was only 1.

Danzo is the only one that figured out how to fully utilize them. I'm sure that the Uchiha will adopt the same Hyuga system if they were around during the time Danzo and Orochimaru did their experiments on the Sharingan.
Who knows? They might've killed many Senjus just to gather Senju cells as well.

Your right Lakooki or better yet place the seal(non submissive type) on them that way it'll ensure the eyes cant be stolen. Also the kids should bear a seal(non submissive one) which seals the dojutsu on their death down the lines, until the dojutsu gene is bred out of their lineage.
