There are only two classifications for genjutsu, ocular and non ocular(via databook). Both manga and databook state ocular is the superior of the two types, and with good reason. That said, there’s genjutsu for each of the 5 senses. Meaning even if one could block off one of your senses(kabuto who was able to shut off his vision is an example), they’re still vulnerable and susceptible to genjutsu(as kabuto later found out).
Now there’s a popular misconception that some eyes are unaffected by and essentially immune to genjutsu, that’s false. The sharingan is stated to be capable of seeing through any and all illusions, that isn’t the same as immunity. The eyes do its part to detect genjutsu, it’s then up to the user to decide whether they’ll remain placed or not; prime examples are itachi v. kunerai, Sasuke v. Itachi, and obito v. Kakashi(all genjutsu battles). So it should be clear that eyes themselves don’t grant immunity.
I’ll give you more examples. In the face of obito, who just casted genjutsu on the traveling fire daimyo, his assistants and escorts(easily over a dozen people weren’t placed at the same same time, most of whom didn’t use ninjutsu nor chakra), itachi who also had sharingan at the time relied more on his own reflexes to prevent being placed like those around him. Likewise, Sasuke during the war relied on his reflexes to run towards Naruto and use his susanoo(amped with rinnegan) to repel infinite tsukuyomi(That also placed the daimyos in genjutsu). Then there’s tsukuyomi, which Itachi outright stated and proved that sharingan alone wasn’t enough to stop(Now that I think about it, itachi has only ever casted tsukuyomi against sharingan users). So even nagato, an uzumaki with rinnegan doesn’t meet the requirements to break tsukuyomi and even got caught in jiaraya’ frog song, debunking his alleged immunity to genjutsu.
Conclusion: ANYONE CAN BE PLACED IN GENJUTSU, WHETHER THEY ARE CHAKRA USERS OR NOT. HAVING A DOJUTSU OF ANY CALIBUR DOES NOT MAKE YOU AN EXCEPTION EITHER. NO ONE IS SAFE.
