Naruto's only wish was to become Hokage from the beginning ... Finishing the series with an open ending would make no sense at all .
Plus , chapter 700 showed us a peaceful world . Giving us a perspective of what Naruto had always dreamed of .

You mean Tobi but he just felt threatening. Madara was destroying everyone the moment he entered the arena and was far more bad ass. It's a tie between Pain and Madara to me personally but Madara has the slight edge.

Madara is good as a villain, but like I said, he's not qualified to be final villain. It really makes no sense for a series with the name of "Naruto" to end with a bad guy that has almost no connection to the character other than really not liking him.

699 ended the way Kishi wanted before the next generation with Naruto and Sasuke interacting with each other. The anime on the other hand ended the garbage way SP wanted with Naruto's forced garbage marriage with Hinata. You can tell where each's priority was.
