Even in the current TOP, there are many universes which are excluded and have people even stronger than Jiren.We are getting a new saiyans origin story of the original SSG. Then there is the Planet Sadala arc where Vegeta has made a promise to Cabba that he will visit it to meet the King of the Saiyans there. Then there is still the Angels left to surpass.

Dragonball also has Dragon Room whose sole purpose is to think of new content and better arcs

I hope you realize they are viewership ratings, right?

Also please note the anime is ending. The manga is liley to go beyond the tournament. Theres also a movie every year to look forward to. Dragonball nets a lot of revenue in Japan. It would be pure stupidity to cancel a moneymaker forever. Its just going on a well deserved hiatus. Unlike Boruto, the story was fast paced and they need time to come up with newer content
