- Neji (Lee needed a technique that used nothing short of 3 gates and above to defeat him.. and this was when he didn't have rotation)
- Lee
- Sasuke (Was still about unweighted Lee's speed and even that took a toll on him.. 1st and 2nd Lee would probably still defeat him)

1.Gaara for having a jinchuuriki inside of him that could probably take over his body and do the job he couldn't do for him.
2. Sasuke. He was above Naruto when they fought Gaara, but because he was too absorbed in analyzing his abilities, he ended up forgetting his own and was blickered in his skill. But overall he was a better, with his better taijutsu, ninjutsu and stamina, probably. He likely could've had genjutsu sooner had Kakashi taught it to him, so I believe Sasuke's potential was far above Naruto's, and skill-wise, was undoubtedly better. Give him some more stamina and he would've been a beast that could spam Chidori, and Gaara would've been done for. He was lucky Sasuke didn't go on a rampage, or nearly depleted his chakra to cause his seal to take over him. The terrain would've been leveled out then with Gaara having a sinister beast, and Sasuke having his own external power to draw virtually infinite power from, and we know, Sasuke being more sane and still analytical would've taken that one, but for generosity's sake and to let Gaara have a W for once, I'll let him hold no.1.
3. Naruto. He was weaker than Sasuke, at all points, perhaps besides when they started out at VoTE 1 when Sasuke hadn't tapped in his true Sharingan power, but then Sasuke could hold his own, even against that sheer amount of chakra he was sucking from Kurama's tits like the ravenous baby he is, that which even Haku bent over for. Sasuke, at the time was faster than Haku, had better reaction than Neji, thanks to the Sharingan's ''useful'' precognition that let him see past the one-trick pony's move-sets, and when he achieved ultimate clairvoyance, he made the Hyuuga's certified fodders, but I digress on that part. Anyway, Naruto was at least on Sasuke's level, and that alone put him in that tier, as being Sasuke's rival meant you had a chart of ninja you had to beat, and Naruto's motivation was pushed to that. He had to beat weaklings like Kiba, with disgraceful tactics, until, Sasuke was an incandescence he could look at without going blind.
4. Rock Lee. I would put him above Naruto, for reasons pertaining to speed, but then with Kurama seeping out chakra into him, he would eventually match his speed, just by taking in more chakra from Kurama, and it's not like Kurama would've declined dispensing more chakra to his needy baby. With weights still on, he would easily make a punching bag out of CE Naruto, though, and at 3 gate would keep up with tails Naruto, but like I said, Naruto would beg for more, and Kurama wouldn't deny him anymore triumphs than he had consistently given him. That said, Rock Lee is inevitably relegated to this level, unfortunately, due to Kurama, but 4th place is a grand achievement, for what he lacks.
5. Shikamaru. Got acknowledged for his infinite strategies, captained the Sasuke retrieval team, showed himself very capable against Temari, held his own against Tayuya who would've soloed some of the shinobi in the list, and
is the only character out of them that became a Chuunin, which means he was overall Chuunin level and was more fitted for tougher missions than everyone else who didn't become Chuunin then, that is, all of his peers.
Hope I didn't rustle fans, by the way, as this was written objectively, and only sheds light on the characters, some of which I don't deem worthy to be listed alongside Sasuke, but generosity sometimes is required for an objective review.
I think OP said Preliminaries so Test, Forest of Death, and elimination match. Before Naruto and Sasuke’s fight with Gaara and Naruto VS Neji. Otherwise I agree 100%
OT: I think the most hype was given to Gaara. Followed by Sasuke then Neji. Lee didn’t really get a mention by the majority until his fighting with Gaara.
Idk I would rank Lee higher than Neji because Neji had trouble dealing with Naruto's speed after receiving some of Kurama's chakra. And 5 Gates Lee is still waaay superior to Naruto in speed.
He may' land a luck shot with rotation but that's the only way I see Neji beating Lee.

According to the databool base Led has a speed stat of 4 and Neji has a speed stat of 3. That means base Lee is faster than Neji and gated Lee who after releasing the 1st gate alone jumps by 5 times in muscular output from 20% to 100%. Theres no way Neji can compete with Lee who uses gates especially in part 1.
