Do you think any shinobi can make a Susanoo?

Choji can expel a very large amount of chakra and maintain it as a construct. We even witness characters shaping their justu appearances, what is that to mere chakra manipulation without any element? Do you think some random ninja with chakra control like Sakura and decent chakra can pull off the feat of making a Great Value brand Susanoo?

That old filler "Star's Radiance" really makes me think it's possible since they specialized in creating chakra constructs through practice.

Well no they aren't entirely chakra constructs. The filler was based on star chakra and that they can form into spirits and be intangible/something. And no it's impossible to make constructs like Susano'o it's not pure chakra. It's chakra + soul stated in Databook. Tobi further insinuates Susano'o is rare for Uchiha and it was just chakra materialization why should it be rare. It's absolutely the soul giving process which makes it rare since not all people have the power to do so/the ocular power to. Sakura/Tsunade with high levels of chakra + best mastery over control would've done stuff like dat if it was possible.

Not to sweep over all that came before this statement, but that's definitely not true. Sakura and Tsunade with their chakra control never really bothered with learning any actual justu that isn't medical, CES, or taught in the academy. I'm not saying the construct has to be exactly the same with all the features, just that it has to be about as tall as a the one Sasuke produces at the Summit and have defined features.

Tsunade knows about Susano'o just like Danzo knew it. Yet she didn't attempt creating a fake version. That should tell you many things.

No.. it really doesn't. Tsunade knows of dozens of powerful justu like Rasengan which she'd excel at, yet never bothered with any of it. It's a fact most ninjas don't actively go out of their way to replicate others.

Rasengan can only be mastered by specific people unless copied with sharingan. Just like Kakashi said "Naruto only you can surpass the 4th hokage". For some reason there's a father-son relation in technique mastery ongoing in NV. It's not like there aren't people not as skilled/more than Naruto. Tsunade doesn't have to create Susano'o copy paste. She could've created an avatar with chakra unrelated to Susano'o to increase her defensive capabilities so she wouldn't need byakugou which reduces her life span. But she couldn't means it's impossible. Susano'o like structures are made with a combo of soul and chakra and the user's physical energy is expended also as Sasuke stated his cells reeked of pain using Susano'o.

Not accurate, Tsunade shouldn't have a problem learning Rasengan.

In theory she can almost all medical nins can because of thier superior chakra control. That doesn't go well with this father-son theme Kishimoto's implying. If it was possible for anyone Kakashi wouldn't have said what he said. + Tsunade thought it was impossible for Naruto to master in part one. Naruto was extremely shocked when Kakashi used the technique despite knowing Kakashi was an elite + strongest ninja of the leaf as stated in part 1 and has excellent chakra control.

Uchiha's ocular powers awaken Susano'o by combining a soul, chakra and body. After awakening they don't need the eyes anymore to give it former again and again.

Nope its a MS and EMS specific jutsu. But I think there are better alternatives like the Raiton armor which maybe weaker than Susanoo but has far better mobility and speed and thus its difficult to target as well.
